I would say the most important U.S. law that needs to be strengthened is the Clean Air Act. The Act is meant to designate sources of air pollution that the EPA may target, fine, and even shut down, but depending on the actions of a given president or congress, can be significantly impaired. At the moment, the senate is debating whether or not to allow the Act to target coal-powered electric plants as a source of CO2. These plants need desperately to be targeted, but many senators think exempting them from stricter regulation may be a necessary bargaining chip in convincing republican congressmen to pass global warming legislation.
