NASA is probably one of the most capable agencies to fight climate change, because of their advanced engineering tools, data collection technologies and experience in monitoring weather patterns. NASA also has a number of facilities researching green technologies. Also they are contributing to the development of green aviation that make planes and spaceships use less fuel or to be carbon neutral.
Probably the biggest asset that they have to combat climate change is the fact that they constantly monitor the weather and thus have a huge amount of information which can help them figure out what to do next.
NASA just recently announced that they develop algae bioreactor as a sustainable energy source for the future. http://www.energyboom.com/biofuels/nasa-develops-algae-bioreactor-sustainable-energy-source
As well as they opened the largest green building in the US, which earned the U.S. Green Building Council LEED Gold Rating.
