I think it’s called: “energy analyst” for short — more impressively: “energy performance analyst” — or even “energy efficiency analyst”
There is also such thing as a “green consultant” which does more than just assesses the actual energy consumption (kWh) and engineers methods to eliminate waste (wherever you can, use less, save money). A green building consultant inspects your structure and figures out methods for you to cut down on the environmental footprint of operating the building (providing heat, air-conditioning, pluming water, drainage and sewage, insulation, waste disposal, etc. takes a toll on the environment—there’s no question about it, this job should become more popular as people begin to find out how much they can do to help the cause and save money at the same time!).
