The best case I was able to find was the Sonnenschiff solar city in Freiburg, Germany. The city is able to functionally produce four times the amount of energy it consumes.

I assume that it is a city in Germany, as it has been rated by several sources as the country using the most solar energy (the most recent ratings I found were from 2008). Germany will probably continue relying more and more on alternative energies like solar, as the government plans to replace all of their nuclear power plants by 2020.
