This is a complicated question. Even if you’re looking at all planes in general (commercial, private, military, cargo, etc) instead of finding the most fuel efficient option for a variety of purposes, fuel efficiency is not merely a function of miles per gallon. The plane’s weight, speed, aerodynamics, etc. all affect the plane’s fuel efficiency. One singular example of the most efficient plane is difficult to determine.
That being said, the Pipistrel Virus SW, with a fuel usage rate of about 4 miles per gallon at 148 knots, has been granted an award by NASA for top fuel efficiency.
