A list of 2010 non-hybrid cars with good fuel-efficiency lists the 2010 “Smart fortwo” as receiving 36 mpg.  The 2010 Volkswagen Jetta, Golf and the Audi A3 are all listed at 34 mpg.

In 2008 the Toyota Yaris topped the list at 29 mpg city/35-36 mpg highway, followed by the Honda Civic Coupe (21-26 mpg city/29-36 highway)

The website http://www.fueleconomy.gov/feg/topten.jsp has a great list of models/years from 1984 to present. According to the fueleconomy.gov website the 1986 Chevrolet Sprint ER gets 44 mpg city/53 mpg highway — followed by the Geo Metro XFI (1990-1994), the Honda Civic Coupe HF (1986-1987), and a variety of other Hondas, Toyotas, Chevrolets, etc.
