The most effient windows would be triple pane windows. Glass itself is a very poor insulator, but the airspace between the windows provides good insulation value. That is actually how most insulators work by trapping small pockets of air within the insulators. Triple pane glass with krypon and a low e coating would be the best. The low-e coating is helps reflect light and the krypton is a better insulator than air.
