Texas, they consume nearly 97,000,000 short tons of coal a year and are followed by Indiana who consumes 71,000,000 short tons annually.
The statistics in the link in the other answer presumably refer to direct consumption of coal, in power plants. It would probably ignore the use of electricity derived from coal. Texas would probably still be #1, but CA could well be #2 if electric usage were considered.
