That depends on how a person is exposed to the substance. As far as human health is concerned, arsenic is one of the most dangerous substances we know. Unlike hazardous compounds, arsenic is an element and thus cannot decompose into a less harmful form. However, arsenic must be ingested to be harmful. Radioactive elements, on the other hand, do no need to be ingested. Gamma rays can pierce skin and cause harm that way. The more radioactive the element, the worse the damage.
