Well, not sure if it is particularly creative, but using tax incentives and monetary rebates has looked to be successful recently and should continue. President Obama had a program giving people rebates when they traded in their old, inefficient cars for newer, energy efficient ones. He is planning on doing the same for home improvement. The public will get rebates if they chose to upgrade their home with solar panels, better insulation, water heaters, roofing, or other measures to make their home energy efficient. I would say monetary incentive is one of the best motivators, no need to be too clever!
