Based on a Time article following the activities of four Japanes whaling vessels, it looks like it would be the Minke whale.  Of the 1000 whales they planned to hunt 850 were scheduled to be Minke whales.  According to the minke whale facts page on enchantedlearning.com the minke whale is the most populous baleen whale with about 800,000 whales worldwide.
