What is more important to the environment conservation or preservation?

A quick Web search makes it seem that this question needs to be asked on a case-by-case basis.  A small photovoltaic panel can be put on the top of a chimney and no one would notice, but if you took the windows out of a historic house in order to replace them with more efficient windows, it would destroy the value of the home.  So, it really depends.

    To ‘conserve’ is to protect.

    To ‘preserve’ is to maintain.

From these two definitions I would say that Conservation is the most important.  There are many natural areas of the world that have been decimated by human activity.  These areas need to be protected and rehabilitated, not just have the human influence taken out.  I believe conservation has the power to change regulations and to restore areas to their natural states.
