What is the measurement of time dependent on?

Time can be measured based on seconds, which has had an interesting history of definitions.  Originally conceived as 1/86400 of a mean solar day, it is now defined as follows:

“The second is the duration of 9,192,631,770 periods of the radiation corresponding to the transition between the two hyperfine levels of the ground state of the caesium 133 atom.”

(Note that this definition refers to a caesium atom at rest at a temperature of 0 K.)
