The phrase “circulation of elites” is a political theory of a change of power. An Italian social scientist named Vilfredo Pareto describes it as “changes of regime, revolution, and so on occur not when rulers are overthrown from below, but when one elite replaces another”. So instead of the common person taking matters into their own hands, a circulation of elite occurs when one political leader gives way to another in a peaceful manner. The ordinary people’s role is usual in support of the new leader, but not in a revolutionary sense.
