    I’m not sure what you mean by “sea breeze.” Wind occurs as a result of cirulation patterns, the Coriolis effect, and pressure differentials in addition to many other factors. The Beaufort index was established to assign numbers to wind conditions seen at sea. The highest classification includes hurricanes that have winds blowing >83 mph.
