The difference in atmospheric pressure above and below the clous will cause the cloud to expand upward or not. It is only considered fog when the cloud is making contact with the ground. A cloud maybe considered partly fog if part of the cloud is touching the ground and the other part is not. If if the fog rises high enough to where it is no longer touching the ground, then it changes classification to a cloud.
