Bicyling Magazine recently released a list with the 50 best cities to bike in. The first city was Minneapolis, Minnesota. They based the list on many factors including: segregated bike lanes, municipal bike racks, bike boulevards, cyclist involvement in local government, a vibrant and diverse bike culture, and smart savvy bike shops. They also accounted for geographic diversity so California would not dominate the list.
The League of American Bicyclists has a very comprehesive Bicycle Friendly America program that defines and promotes bicycle friendliness. For Bicycle Friendly Communities that have produced the “Bicycle Friendly Blueprint” which presents what makes a city good for biking. See the link below for more details.
