Well it depends which ocean you are asking about. The Colorado River is the largest river that dumps into the Pacific Ocean. The Ohio river is the largest river that dumps into the Gulf of Mexico. Check out the link below for more!
The Ohio river most assuredly does not dump into the Gulf of Mexico. And if we are considering discharge, there is virtually no water that reaches the Pacific via the Colorado; the Columbia definitely puts more water into the Pacific. And this of course does not consider other rivers on other continents.
The largest river by volume is the Amazon, entering the Atlantic Ocean.
