Country-wise, Spain has been the leading producer of mercury in the world. China may have pull ahead in recent years, however.
In 2005 it was known that China was the highest producer of Mercury. China was followed by Kyrgyzstan. China produced almost two-thirds global share. It is also known, however, that many countries may be in possession of unrecorded productions of Mercury.
Spain and the European Union have ceased mining mercury in 2003 because of its toxicity problems, and China has indeed become the main producer, with about 70% of world production.
If the questioner refers to anthropogenic polluting sources, then mercury from coal-fired power plants generating electricity is the largest source in the US for mercury released to the atmosphere.
