What is the largest city that has a sustainability plan?

    Both Tokyo, the largest city by population, and New York City, the largest city by land area, have sustainability plans.  Tokyo’s plan, launched in 2006, covers global warming counter measures, environmentally friendly transport, urban greenery, industrial waste measures, and environmental protection for future generations.  NYC’s plan, PLANYC 2030, focuses on sustainability through the land, water, transportation, energy, air and climate change.
