The Greater London Metropolitan Area is the most populated metropolitan area in Europe. The area is home to approximately 13,700,000 people.
London might have the highest population, but Paris has the largest land area. Paris covers 2,723 square kilometers, while London covers 1,623 square kilometers. In terms of area, Paris is the largest city in Europe.
If you want to be technical, Inari, Finland, at more than 17,000 sq km is far larger than Paris; and in terms of cities proper, Moscow is much larger than London (and many lists put Moscow ahead of London in other ways as well).
Please do not tell me Moscow is not in Europe. It most certainly is.
Also, this was discussed a few weeks ago: http://greenanswers.com/q/233386/sustainability-development/humans-population/what-biggest-city-europe
