As far as birds that occur in the wild, the American White Pelican seems to be the largest in Canada.  Its wingspan on average is 3 meters long.  Their habitat ranges from Ontario to British Columbia although they migrate to the Gulf of Mexico or the Pacific coast during the winter.

americalibre is correct, the White Pelican the absolute largest specie, but it is an aquatic bird specie.  When examining terrestrial bird species, the Trumpeter Swan is considered the largest native bird in North America, in fact it is the largest waterfowl specie in the world.  The Trumpeter Swan is slightly smaller than the White Pelican with a wingspan just over 2 meters long.
