The initiative is based on a market of tradeable energy efficiency certificates. The trading program relies on a recent plan to develop 20GW of solar photovoltaic capacity by 2020 – up from almost nothing at present, and at a cost of about $20 billion. The expected result of the program is to save 5% of the country’s energy consumption, and 100 million tons of carbon dioxide annually, by 2015.
