An environmental impact report is prepared when a proposed project may have an effect on its surroundings. The report evaluates a projects potential environmental impacts and recommends steps that can be taken to avoid or minimize those impacts (mitigation measures).
The Environmental Impact Report is an assessment of the possible impact, positive or negative, on the environment. The purpose of this assessment is to ensure that decision makers consider the environmental impacts when deciding whether or not to proceed with the project. The Report assests the natural, social, and economic impacts upon the environment. After a report has been adminstered, strict liability or insurance coverage may be applied to a project depending on the projects potential harmful effects on the environment. Because of this, Environmental Impact Reports have been proven to be controversial.
