It is best for your phone battery and the environment to charge your phone when the battery is dead or almost dead. This keeps the battery charging to its maximum capacity and utilizes electricity only when you absolutely need to charge your phone.
Also, unplug your charger when you are not using it. Just having the charger in the wall can waste up to $13 of electricity a year! That is only a dollar a month of your electric bill per charger left plugged in (think of that on a worldwide level!).
However, if you are heading out in a situation when you may need your cell for an emergency call, it is best to have it charged or have an extra battery. You would not want to be stranded without help!
