What is the human cost of the sale of sugar land for Everglades restoration, i.e. lost jobs, uprooted communities, etc?

The current proposed deal allows for the factory to stay open and has reduced the original size of the land being sold.  Therefore, jobs should remain in tact and possibly even increase because of the ability to government to build reservoirs and water treatment systems in order to restore the land.  The biggest human cost is going to be to the taxpayers.  Currently the district does not have the $12 billion it will take for restoration.
