What has the EPA done to try and stop the Tar Sands Project from going through?

The EPA is butting heads with the state department on whether or not this newly propsed project should go through, which would see a pipeline running from the oil sands, across America to the Gulf Coast.  The EPA deemed the Environmental Impact Statement produced by the State Department ‘inadequate’, giving it the lowest possible rating.  They have gone on to propose recommendation of this Impact Statement to the White House Council on Environmental Quality.
