What is the hardest part to getting your building LEED certified?

I can’t find anything that specifically says this, but I have heard the hardest part is keeping the paperwork in order and getting everything properly submitted. In terms of the design alone, I think the most difficult secions to meet would be water efficiency and energy use, both of which will involve a calculated baseline number for your savings (vs standard water fixtures or energy use) and your actual savings and usage.
