What happens when a city’s sewage treatment system can’t treat the incoming volume?

Obviously the sewers would back up creating a large amount of run off in our system. Most sewage systems have extra tunneling and pipes they can open in case the flow of sewage is somehow cut off. Most likely though the city would be low on fresh water for a bit, depending on how long the treatment plant is closed for.
