Denaturing involves covering the raw meat with any number of substances including the federally approved substances of carbolic acid (phenol, a potentially corrosive disinfectant), fuel oil, kerosene, crude carbolic acid, citronella, or creosote (used to preserve wood or as a disinfectant). “
