Hair as an organic material will breakdown in the waste water treatment process just like everything else. Remember, your shower water goes to the same sewer drain as your toilet in most municipalities so hair is one of the easy things for the bacteria to digest.
Over time it will break down. However, there’s usually too much of it. It can clog your drains and cause plumbing problems. You should put a hair trap on your drain to prevent any problems.
