It is nothing, technically – simply a human term for a largish embayment in a body of water. Gulfs, bays, seas, bights, and other subdivisions are nothing but arbitrary terms of convenience. See previous answer.
Relating to the ocean, dictionary.com says a gulf is “a portion of an ocean or sea partly enclosed by land.” There are a few other definitions; is that the one you were looking for?
