This is a very complicated question. At first glance, the greenest government would probably be the smallest one. They wouldn’t have as many buildings and use much energy or water. But they also wouldn’t have the political muscle to implement aggressive environmental reform. I would say that the greenest governments are those that are taking the most initiative on climate change. The San Francisco city government comes to mind, as does the California state government, and the government of Iceland.
