This depends on what you want to insulate, for home insulation for example, fiberglass batting is a good material due to its high R-value. General examples of good thermal insulators include cork, wood, plastics, and some fabrics.
The best thermal insulator is a combination of “silvering” and a vacuum. Two layers of very shiny material (one inner and one outer) and a vacuum chamber in between them. The “silvering” reflects intrusive heat and contains any heat that would escape by radiation. The vacuum prevents heat energy from being transfered through adjacent molecules, as there are very few molecules in a vacuum. An example of such an insulator is a Dewar Flask.
