According to sources, this answer changes quite a bit.

I have found that the Deer Botfly has been cited by sources like the National Honors Report and the Journal of the New York Entomological Society but this has been refuted by a prized chemist.

Another citing has been made for the Desert Locust by australianfauna.com.

    Male horsefly
    Brown Planthopper
    The Common Cleg
    West Indian Butterfly

Are some other fast flying insects according to: http://www.top5ofanything.com/index.php?h=928c1786 which may not count as a reputable source for some.

Dragonflies are known to be the fastest flying insect. Travelling at a speed of 35 miles an hour the dragonfly comes in first. Behind the dragonfly is the Hawk Moth which travels at a speed of 33.7 miles an hour.
