What evidence is there that Gulf seafood has already been impacted by the oil spill?

Who is deciding if/when fishing in certain areas must be stopped because the seafood is contaminated?

The National Oceanic and Atmospheric Administration determines the size of the no fishing zone in the Gulf of Mexico. They close fishing to the areas where they predict that oil will be in soon. One-third of the Gulf of Mexico was closed due to the no fishing zone in place.

The seafood industry has seen the effects, and has raised the prices of oysters as a result.
