In the Scientific American article cited below, Norilsk, Russia, is ranked the 7th most polluted city in the world, with some of the worst smog. It contains the world’s biggest metal-smelting facility.
In the past, London has had the worst smog, including the great smog of 1952, but they have since passed the Clean Air Act of 1956.
Norilsk is not in Europe, but in Asia.
