The Energy Tax Prevention Act of 2011 (H.R.910) is basically an amendment to the Clean Air Act.  H.R.910 was sponsored by Representative Frederick Upton (R-MI) on March, 2, 2011, and passed the house a little over a month later.  It has not gone through the senate yet.  The purpose of the bill is to declare that greenhouse gases (gases that trap heat in the atmosphere, such as Carbon Dioxide and Methane) cannot be considered air pollutants.  Therefore, the Environmental Protection Agency cannot regulate greenhouse gases.  Representative Upton reasons that the regulations his bill nullifies will hurt the economy and employment.
