What ecological damage can a sluice gate prevent, and cause?

A sluice gate controlls the flow of water.  This is massively important as it saves crops, animals and humans from drowning, but also because it prevents waste of water.  Without sluice gates, water would create great amounts of damage, destroying crops, causing runoff, and removing the topsoil.

A Sluice Gate is used to control water levels and flow rates in rivers and canals. Mainly, the sluice gate is used by waste water treatment plants and mining operations for mineral recovery. As far as the prevention of ecological damage, a Sluice Gate may prevent flooding and or cause flooding to benefit the area if it is need of water. However, a Sluice Gate can cause unnatural water levels and currents and assist in the depletion of naturally occuring minerals such as gold.
