What is the dumbest environmental law?

I would have to say the fact that there is no economic incentive for personal home recycling (putting things into a recycling bin instead of a trashbag when putting it out for the garbage men). Very few people seperate their recyclable trash from non-recyclable precisely for this reason. It is fair to assume that it owuld not even require a large incentive to make people recycle more in their homes…5 cents a can seems to work pretty well at grocery stores.
