What does Portland, Oregon’s “climate action plan” entail?

    As part of the city’s Climate Action Plan, Portland is increasing bike lanes, hov lanes, bus lanes and routes, increasing parking costs, extending the reail systems, awarding reduced energy use through tax incentives, composting, and encouraging consumption of locally grown produce.  The ultimate goal of all of these measures is to make Portland as green as possible.  In 2001 their carbon emissions were 1% lower than they were 17 years prior, even though the population has experienced much growth.  Specific long term goals for the Climate Plan initiative include that the whole city’s population will live walking/biking distance to retail, parks, and jobs; that green-collar jobs will be an integral part of the economy; that buildings are constructed in a sustainable manner; etc.
