Obama has proposed a “cap and trade” system for reducing carbon emissions from industrial facilities. A “cap and trade” system puts a limit (or cap) on emissions, and a company must buy permits for releasing certain quantities of pollution. The permits can be traded between companies based on their emission levels. The money gained from selling the permits would then be used to implement alternative energy research. Over time, the emissions would be cut to 83% of 2005 levels by 2050.
