What does it mean when they say an fish supply is exhausted?

    When a resource is referred to as “exhausted” it usually means that it is all used up, mostly to the point of not being able to replenish itself or to the point of complete extinction. It means the fish supply (or water supply, or whatever resources is being referenced) is completely drained and can no longer be tapped for use.
