What does it mean when old oak tree roots start rising out of ground?

I have a very old oak tree that looks like it has multiple trunks welded together. I has a root system that is risen out of the ground in some areas and has raised the ground in others. This is approx 10-12 feet from 2 homes. What does it mean when the tree rises like that and is it safe to remove a tree that large?

    Sometimes this is simply a characteristic of the tree species. Other reasons for surface roots could be a lack of water or in hospitable soil type. Is there typically a lot of activity under the tree?
