    In order to prevent hazardous chemical spills, the EPA issued regulations for the transport of hazardous substances in 1975. The Hazardous Materials Transportation Act (HMTA) seeks to provide protection against the inherent dangers of transporting hazardous materials by strengthening the regulatory and enforcement powers of the Secretary of Transportation.
