What does “de-coupling” mean?

    For environmental reasons, de-coupling refers to utility management to break the link between utility rates and the volume of energy sold. De-coupling gives incentive for utility companies to sell less energy at lower rates and lower the forecasted sales. Costs will not be passed onto the consumers since companies will provide less energy.
