The color of sand depends on the rock from which is is broken down. Black sand beaches are a result of either lava rock from volcanoes, or placer deposits being broken down. There can be beaches with some black sand mixed in with other colors, but the all black ones will be found in these two types of areas.
Some of the most famous black sand beaches are found in Iceland, Alaska, Hawaii and California. The majority tend to be in Hawaii and other Ring of Fire island chains, due to the volcanic nature of the sand.
