Legislation would do nothing to change the economics. It will take decades to ramp up all the alternatives to coal, which together generate only a few percent of electricity in the US, so as to replace the nearly 50% of electricity generated by burning coal. It is not even clear that such replacement is technically feasible using renewable resources, but if it is, it will certainly cost a lot more. So for the forseeable future, to significantly reduce use of coal, the choice is to reduce consumption A LOT – which would mean everyone not using electricity for significant periods of time, all the time.
