What do they mean when they say that they want a politically binding agreement in Copenhagen?

    Politically binding agreement means that there is an international law system that is present to legislate the countries.  Punishments would be created for those countries that do not abide to their part of the treaty.  In a politically binding agreement, a country must be willing to take the consequences of not trying to reduce emissions.  A political agreement would simply mean that a country intends to achieve the promises it made to reduce emissions and would not face a punishment if they did not.
