There are a couple of different insects that are referred to as locusts. Grasshoppers eat plant matter, including crops. You may have heard of swarms of locusts in the Midwest of the United States coming through and eating away the crops for the season.
Cicadas are also called locusts some times. They spend a long period of time underground as nymphs where they feed on the sap from tree roots. When the cicada emerge they are not known to feed, but rather mate, lay their eggs, and die.
Locusts are like grasshoppers and eat whatever grasshoppers eat. That is, locusts eat plant matters.
